To unlock the Majima Everywhere system, simply play through the beginning of the game until you reach Chapter 2. Related: Fighting Force: The Story of the Streets of Rage 4 That Almost Was Goro’s fighting ability increases as you continue to rank up as well, unlocking new fighting styles for him to throw your way while keeping things fresh and unpredictable towards the latter half of the story. Reaching Rank E will allow Kiryu to detect Goro from a distance during exploration, while you’ll need to get all the way up to Rank A for him to barge into the middle of a battle unannounced. Leveling up your Majima Everywhere rank increases the ways and frequency in which you’ll encounter Goro. It’s also an important system to invest in because the Dragon style is one of Kiryu’s best weapons, and it will be severely nerfed towards the beginning of the game, only improving when you manage to defeat Goro and rank up the Dragon style’s many useful skills.
It may seem like a bit much, but the Majima Everywhere system adds an element of surprise to every aspect of gameplay, making menial tasks like exploration and beating up street thugs feel like they could escalate at any moment. Once you’ve leveled up your Majima Everywhere rank sufficiently, you’ll find yourself running into Goro on a regular basis, as he’ll start to roam the streets of Tokyo and can suddenly attack Kiryu in the middle of any battle.
